This item cannot be obtained directly but used as part of the trade site syntax. Such as tagging 
Chaos Orb or 
Exalted Orb or other currency for the price of # Key to Decay.The syntax is ~price 1 key-to-decay.[1] (you can change the number in the example as fraction or any other number)
