Mechanics
One socketed spell is triggered at the end of an attack. If you have more than one spell socketed in a wand they will be alternately triggered between attacks, in order (top to bottom).
Cooldown Time: When a supported spell is successfully cast, it and all supported spells of the same name are put on cooldown for 150 milliseconds. The resulting optimal attacks per second have certain breakpoints, which are lower than pure calculations would yield, likely due to technical constraints.
Dual wielding: Spells will trigger right after their corresponding wand attack. Spells of the same name share the cooldown even if they are socketed in each wand (Ex: 1 Arc in one Pen and another Arc in the other). Spells in main hand are triggered before spells in offhand.
