The item can be obtained by trading with other players in permanent leagues.

Version	Changes
3.16.0	No longer has "With at least 40 Dexterity in Radius, Burning Arrow can inflict an additional Ignite on an Enemy and cannot apply its Burning Debuff". Existing items now have "Ignited Enemies Killed by your Hits are destroyed". Note, this item has not been obtainable since 3.9.0.
3.9.0	No longer drops and cannot be obtained outside of trading with other players. It now prevents Burning Arrow from applying its additional burning debuff. This change affects all versions of the item.
2.6.0	Introduced to the game.
