Mechanics
- While using these boots, your movement speed is 150% of the base value and cannot be increased or decreased, which includes negating the decreased move speed while using Cyclone. Passive skills like Harrier can not change the value either. (Base value is what you start the game with when no items are equipped and no passive skills are allocated.)
- Action speed changes -- for example: Acceleration Shrine, Temporal Chains, and Chill -- will affect you nonetheless.
- The Stampede can have 1 anointment. Anointing replaces Labyrinth Enchantments and vice versa.
