    +X to Y Modifier Tier Rating is the calculation method for reducing Y tags,(Raising Modifier Tier Rating excludes lower tier Modifiers from rolling, distributing their roll chance among higher tier Modifiers of the same Modifier type),formula 1 - 100/(X + 100)

    100 1 - 100/(100+100) = 50%
    200 1 - 100/(200+100) = 66%
    300 1 - 100/(300+100) = 75%
    400 1 - 100/(400+100) = 80%

    +100 will cut off the bottom 50% of the Y tag's affixes, +200 will cut off the bottom 66% of the Y tag's affixes, and so on. The weight of the reduced affix will become 0.
