This is not a bug. The modifier "Energy Shield Recharge is not interrupted by Damage if Recharge began Recently" is specific to preventing interruption of Energy Shield Recharge, not Life Recharge. The keyword popup ingame for life recharge specifies which modifiers to ES recharge get applied to life:

Modifiers to Energy Shield Recharge Rate or to how fast it starts will also apply to Life Recharge.
Preventing interruption is not either of those cases.

  • Create and manage issues for the art team
  • Coordinate with internal departments, freelancers and outsource studios during the entire production cycle of 3D art, including character art, environment, items and microtransactions

To be clear if you played 0.2 and not 0.2.1 you may not have seen the patch:

The distance that you can see features in the atlas fog of war is now based on the distance to the nearest revealed map making this much more consistent. This means you no longer have to frequently check an unknown distance in the fog when searching for citadels. This did make citadels slightly harder to find, so we increased the spawn rate of them also.
The beams will only be visible if you are heading towards them and are relatively close. Everyone's atlas I have checked in this thread has citadels nearby.

Thanks for your report, this is occurring because you have 2 Abyssal Eyes socketed. You have 1 in your gloves and 1 in your Boots, Abyssal Eyes have a limit of 1.
