Scorch

Scorch is an Elemental Ailment associated with Fire that causes the affected target to have their Elemental Resistances lowered by up to 30%, based on the Fire Damage of the Hit, for 4 seconds.
Scorch's magnitude is given by the formula:
where D is the fire damage dealt, T is the enemy's ailment threshold. Usually the ailment threshold is equal to the monster's full life, except some end-game bosses such as The Shaper. To achieve the maximum magnitude , the player character needed to deal damage equal to (0.6^2.5)*100% of the ailment threshold, which roughly equal to 28% of the ailment threshold, or 28% life for most monsters.
Above formula does not take into account of increase the effect of ailments mods.
Based on help text, -10% elemental resistance is the values of the debuff for Exothermic Tower Shield/Magmatic Tower Shield/Heat-attuned Tower Shield, Dawnbreaker and Legacy of Fury . it is because the Scorch debuff from these items are not originated from fire damage so that a default value is applied instead.
