Normally Chill will slow down the character but with The Effect of Chill on you is reversed the effects of chill becomes a positive. One way to chill yourself is by using:

Any source of physical damage taken as cold.
Heartbound Loop.
A weapon with Triggers Level 20 Spectral Spirits when Equipped weapon created by an Essence of Insanity.

Spectral spirits will be summoned when weapon swapping into the Spectral Spirits weapon and when weapon swapping back again they will die triggering the Heartbound Loop. Then by converting some of the physical damage to cold you can chill yourself.

Other ways to Chill yourself include:

Venopuncture and Icefang Orbit will require you to be bleeding or poisoned, respectively. The Golden Rule can help with both.

To increase the effectiveness of the chill having less cold resistance or using Auxium with a small amount of energy shield can help.

3.17.0	Removed the Prophecy mechanic from the game, and moved many of its rewards to other content. '''Bloodboil''' has been renamed to '''Winterweave'''. It no longer has "75% reduced Effect of Chill on you". It now has "Adds 12-15 to 25-30 Cold Damage to Attacks" and "The Effect of Chill on you is reversed". It also now provides 25-30% Cold Resistance (previously 10-15%). Existing items are unaffected by these changes. The old, fated version of page=Winterweave (fated) can no longer be acquired.

Now has 10% Increased Movement Speed While Ignited. Changes cannot be obtained by rerolling the item's mods with a Divine Orb.
